Enugu State Shuts Down Bet9ja Outlets in Regulatory Crackdown


In a decisive enforcement action, the Enugu State Gaming and Lotto Commission has ordered the closure of Bet9ja operations across Enugu State, citing alleged breaches of state gaming regulations.


The move, which unfolded in early February 2026, saw enforcement officers, backed by a High Court order, seal the betting company’s corporate office and multiple retail outlets within the state. Authorities say the action is part of a broader effort to strengthen regulatory compliance and ensure that gaming operators meet their legal and financial obligations.



According to a statement from the Enugu State Gaming and Lotto Commission, the regulatory breach centers on Bet9ja’s alleged failure to:


Revalidate its operational licence with the state gaming authority;

Remit required statutory gaming fees and levies under Enugu State’s gaming laws.



The commission said it issued multiple warnings and compliance notices to the operator over several months but did not receive satisfactory response or evidence of regulatory fulfilment. When the deadlines passed without resolution, the agency took the matter to the High Court.


A valid court order was subsequently obtained, empowering enforcement teams to shut down Bet9ja’s business premises within Enugu as a lawful response to the alleged breaches.



On the day of enforcement, officials deployed to strategic locations where Bet9ja maintains betting shops, kiosks, and other service outlets. Metal seals were affixed to office entrances, and signage was placed indicating that the facilities had been closed pursuant to a court directive.


Commission representatives said the closures apply to both the company’s head office in the state and all retail points under its management within Enugu’s local government areas.


The agency also stated that its actions are intended to protect consumer interests, uphold the integrity of the gaming sector, and ensure that all licensed operators are governed by the same regulatory framework.



In response to the regulatory shutdown, representatives of Bet9ja, operated in Nigeria by KC Gaming Networks Limited, issued a public clarification denying claims of outstanding fees or regulatory breaches.

The company maintains that:

It has been a licensed gaming operator in Nigeria for more than 12 years;

It has consistently made payments and fulfilled statutory obligations to relevant authorities;

It engaged in ongoing correspondence with state regulators and revenue officials to address any interpretation differences regarding licensing and remittance requirements.



Bet9ja refuted the allegation that it owes taxes, levies, or gaming revenue to Enugu State and stated that both its gaming licence and operational documentation remain valid.


The operator also indicated that it would pursue legal redress, challenging the enforcement action in court and seeking to have the closure orders reviewed and set aside.



Gaming and lottery activities in Nigerian states are regulated through a combination of state‑level gaming laws, licences issued by designated commissions, and revenue remittance obligations.

In Enugu State, the Gaming and Lotto Commission is empowered by statute to:


Monitor operators within the state;

Ensure compliance with licensing conditions;

Enforce payment of fees, levies, and statutory charges;

Seek judicial support for enforcement when necessary.



This regulatory authority exists alongside federal oversight of gaming operations, though enforcement powers at the state level relate specifically to activities conducted within the state’s territorial boundaries.
