Enugu Records Historic ₦406bn Internally Generated Revenue in 2025, Targets ₦870bn in 2026


Enugu State has recorded its highest Internally Generated Revenue (IGR) to date, reaching ₦406.77 billion in 2025, a major leap that signals growing fiscal capacity and improved revenue administration within the state.


The 2025 figure represents a 125 percent increase compared to the ₦180.5 billion generated in 2024, reflecting a sharp upward trend in the state’s revenue performance.



Officials of the Enugu State Internal Revenue Service (ESIRS) attributed the surge to a combination of expanded revenue sources, better asset management, and improved collection systems. A significant portion of the revenue came from non-tax sources, including income from government-owned assets that were previously inactive or underperforming.

Tax receipts also improved, supported by wider compliance, digital payment platforms, and measures aimed at blocking revenue leakages.



Enugu’s IGR has risen steadily over the past few years. From relatively modest figures earlier in the decade, the state recorded strong growth in 2024 before achieving a record-breaking performance in 2025. This trajectory highlights the impact of sustained fiscal reforms and administrative restructuring.

Buoyed by the 2025 results, the state government has set a ₦870 billion IGR target for 2026. While acknowledging potential short-term adjustments from recent tax relief measures, revenue officials remain optimistic that economic expansion and improved compliance will help sustain momentum.

The growing IGR profile is expected to strengthen Enugu’s financial independence and reduce reliance on federal allocations. Analysts say this provides more flexibility for investments in infrastructure, healthcare, education, and other development priorities.


With the record 2025 performance and an ambitious 2026 outlook, Enugu State is positioning itself as one of Nigeria’s fastest-growing subnational economies in terms of internally generated revenue.
