Abia Governor Alex Otti Signs Senior Citizens Law to Enhance Elderly Welfare

Abia State Governor Alex Otti has officially signed the Senior Citizens Law 2025, a legislation aimed at improving welfare and social support for older residents in the state. The law seeks to create a framework for institutional care, inclusion, and coordinated support services for citizens aged 60 and above.

The Senior Citizens Law establishes structures to promote the welfare of the elderly in Abia State. Key goals include:

Ensuring social inclusion and participation of senior citizens in state development programs.

Providing a legal and administrative framework for welfare services, including healthcare support and access to social amenities.

Creating a Senior Citizens Centre responsible for coordinating programs, initiatives, and benefits tailored to the needs of the elderly.

Governor Otti noted that the law reflects the state government’s commitment to protecting the dignity and well-being of older citizens, saying that it will institutionalize support mechanisms that were previously uncoordinated.

While some media reports have suggested that the law entitles all citizens aged 60 and above to free monthly salaries, free medical care, and lifetime benefits, official statements and the law itself do not confirm these automatic entitlements. Instead, the legislation:

Establishes the framework for welfare programs, which may include financial support, healthcare initiatives, and other benefits in the future.

Empowers the state government to develop and implement regulations detailing the specific benefits and eligibility criteria for senior citizens.

Authorities emphasized that the rollout of actual benefits will follow detailed administrative plans, meaning citizens should expect structured programs rather than guaranteed automatic payments or free services.

The passage of the Senior Citizens Law represents a significant step in strengthening social policy for the elderly. By codifying support for older residents, Abia State joins a growing number of Nigerian states seeking to institutionalize welfare programs for senior citizens.

Experts say the law could enhance the quality of life for the elderly, encourage better healthcare access, and provide a platform for community engagement, while also requiring clear implementation guidelines to achieve its full potential.
