CBN Grants National Licences to OPay, Moniepoint, PalmPay: What It Means for Millions of Nigerians

CBN Upgrades OPay, Moniepoint, PalmPay to National Licences: What It Really Means for Nigerians

The Central Bank of Nigeria (CBN) has upgraded the operating licences of several major fintech companies, including OPay, Moniepoint, PalmPay, Kuda, and others, granting them national status.

The move marks a significant regulatory shift in Nigeria’s fast-growing digital finance sector and formally recognises the nationwide scale at which these companies already operate.

Before now, many fintech firms operated under regional or limited microfinance bank licences, even though their apps, agent networks, and customers were spread across all 36 states and the Federal Capital Territory.

By issuing national licences, the CBN is aligning regulation with reality, ensuring that fintechs operating at a national level are supervised under stricter and more comprehensive standards.

To qualify for a national licence, affected fintech companies were required to meet higher regulatory thresholds, including:

- A minimum capital base of ₦5 billion for national microfinance banks

- Stronger corporate governance structures

- Enhanced risk management and compliance systems

- Improved consumer protection frameworks

This confirms that the licensed institutions now meet the CBN’s requirements for operating at scale without posing systemic risks to the financial system.

With national licences, these fintech firms are now legally permitted to establish physical offices and service centres across Nigeria, rather than being restricted to specific regions.

This is particularly important for customer trust and dispute resolution, as it gives users physical locations to engage with in addition to digital platforms.

Can These Accounts Be Used as Salary Accounts?

Yes.

With national microfinance bank status, accounts operated by these fintechs can now be formally used for salary payments, business transactions, and other official financial purposes, just like accounts held with traditional banks.

Many employers already use these platforms, but the licence upgrade provides clearer regulatory backing for such usage.

What About Visa and Travel Applications?

There has been widespread public discussion about whether statements from fintech platforms are now accepted for international travel and visa applications.

Here is the accurate position:

- The CBN licence upgrade strengthens the legal status of these accounts

- Statements of account issued by nationally licensed microfinance banks are official financial documents

- However, final acceptance depends on individual embassies, immigration authorities, or institutions, not the CBN alone

In practice, many embassies assess financial documents on a case-by-case basis, considering transaction history, account stability, and credibility, not just the issuing institution.

What This Means for Nigerians

For everyday users, the upgrade brings several implications:

- Increased confidence in fintech platforms

- Stronger regulatory oversight and consumer protection

- Wider access to financial services, especially in underserved areas

- Clearer recognition of fintechs as part of Nigeria’s formal banking system

For the fintech industry, it signals the CBN’s intention to support innovation while tightening supervision, ensuring growth does not come at the expense of stability.

Nigeria’s fintech sector has grown rapidly, driven by mobile banking, agent networks, and digital payments. The CBN’s decision to grant national licences reflects an acknowledgement that fintechs are no longer fringe players, they are now central to the country’s financial ecosystem.

As regulation catches up with innovation, the focus will likely shift to service quality, accountability, and long-term sustainability.
